The Queen of England is the head of state. Every head of state, whether king, queen, president, prime minister, has people under them that are responsible to make a lot of decision as long as it fits the policy of the head. She represents the policy of Britain, just as the kings and queens before her in England.

Head of the Church of England
The Queen is Head of the Church of England - a position that all British monarchs have held since it was founded by Henry VIII in the 1530s.
The Queen appoints archbishops and bishops on the advice of the Prime Minister.
The spiritual leader of the Church of England is the Archbishop of Canterbury.

The wickedness that Britain has done in the world during her reign shows the kind of spirit that the nation deals with. She is head of the church, so the country is lead by her spirit.

Head of the Armed Forces
The Queen is also the Head of the Armed Forces. She is the only person who can declare when the country is at war and when war is over, although she must take advice from her government first.

She is responsible for the wars that Britain has taken part. This is part of the responsibility of her position. And of course she will consider the advice of her government, certain people are there to be specialists of war, so no ruler would be so foolish to not take their advice.

Government Duties
Every day 'red boxes' are delivered to the Queen's desk full of documents and reports from the government ministers and Commonwealth officials. They must all be read and, if necessary, signed by the Queen.

She reads all those documents and approves them, and she doesn't just approve everything that comes her way, she approves what fits her vision. Many things get approved because the ministers of England know what their role is and for the most part act according to their role, so most of the laws that pass are rooted in the vision of the monarchy, that hasn't changed in many centuries. Some details have changed, but the vision remains the same. And she doesn't keep her opinion to herself, she consults with politricksters and they are her children.
